Abstract
The Plant Protection and Health (Import and Export) Regulations, 2020 of Uganda, made under the Plant Protection and Health Act, 2016, establish a detailed legal framework for regulating the import, export, inspection, packaging, and certification of plants, plant products, and regulated articles. They require importers to apply for permits, undergo pest risk analyses, and present phytosanitary certificates. Special provisions cover the importation of live insects, microbial cultures, germplasm, genetically modified organisms, and timber, while the importation of soil is prohibited. Inspections at entry points are mandatory, with powers granted to seize, treat, destroy, or re-export risky consignments. For exports, traders must obtain phytosanitary certificates, comply with conditions of importing countries, and register pack houses used for processing export consignments. The regulations further set standards for packaging, labeling, transportation, and record-keeping to prevent the introduction and spread of pests. They establish penalties for violations, allow precautionary measures such as emergency restrictions on imports, and require cooperation with other government agencies.
