Abstract
The Public Procurement and Disposal of Public Assets (Procurement Planning) Regulations, 2023 establish mandatory procedures for planning government procurement in Uganda. They require every procuring and disposing entity to prepare an annual procurement plan and, where applicable, multi-year plans guided by the Authority. Plans must be regularly updated, approved by the Contracts Committee, and clearly outline items or services to be procured, associated costs, procurement methods, contract types, and maintenance considerations. Additionally, the regulations emphasize aggregating procurement requirements across departments and time periods to ensure efficiency, competition, cost savings, and effective contract management.
