Abstract
The Regulations govern the production, certification, and sale of quality declared seeds. These regulations establish the criteria for eligible seed varieties, requiring them to be listed in the National Variety List. Producers must register with the National Seed Certification Service and meet specific requirements, including technical knowledge, registration within local government, and access to appropriate facilities and basic seed. The regulations detail the processes for seed production, including field inspections, seed sampling, laboratory testing, and seed handling to ensure seed quality, purity, and germination capacity. The certification includes the issuance of tamper-proof labels to guarantee the authenticity and quality of seeds offered for sale. Fees are prescribed for registration, inspection, sampling, testing, and labeling activities, with penalties for offenses such as falsifying information or selling non-compliant seeds.
