Social Development Sector Plan 2015/2016-2019/2020.

The Social Development Sector Plan is a national policy with a cross-sectoral approach. The timeframe of the policy is 5 years between 2015/2016 and 2019/2020. The overall purposes of this Plan are to promote employment, labour productivity, protect rights of vulnerable and empower marginalised groups for gender responsive development while empowering communities to participate in the development process.
Decent employment opportunities and labour productivity will be promoted for improved livelihoods through green jobs and fair markets in key growth sectors. Community information systems will be strengthened for generation, collection, storage, management and utilization of reliable data in planning and management of community initiatives. Efforts will be made to enhance community participation in the development process through the implementation of the national citizen’s awareness campaigns and increased stock and quality of strategic infrastructure to accelerate the country’s competitiveness. The economic empowerment of women and youth will be promoted through access to credit and extension services to women and youth entrepreneurs and expansion of markets for their products and services. The rights, gender equality and women’s empowerment will be promoted in the development process to improve equal opportunities for all. The capacity of youth will be improved to harness their potential and increase self-employment, productivity and competitiveness. Social protection policies, systems and structures will be strengthened and the coverage of existing programmes will be expanded to vulnerable groups. The enforcement of labour, safety and health standards will be strengthened. Social care and protection services will be provided to children and other vulnerable groups, with a special emphasis on access to safe, nutritious and sufficient food and poverty alleviation. Public work schemes will be implemented to provide income security for vulnerable individuals with labour capacity. The resilience and productive capacity of the vulnerable persons will be increased for inclusive growth through job creation, strengthened Labour Market Information System and skills development for both the informal and formal sectors. The performance of the Social Development Sector institutions will be improved for coordination of all stakeholders in the sector, including the civil society.
