Abstract
The Ministry of Water and Environment Strategic Development Plan (FY 2025/26–2029/30) sets out the Ministry’s vision, objectives and strategic direction for the sustainable management and development of water and environmental resources, aligned with national development frameworks and international commitments, with the overarching goal of promoting climate resilience and socio-economic transformation. The Plan identifies priority interventions including expansion of access to safe water, sanitation and hygiene services, development of water for production and irrigation, integrated management of natural resources and ecosystems, strengthening climate change coordination and meteorological services, and enhancement of policy and regulatory frameworks. It establishes measurable targets and outlines key investments in infrastructure, ecosystem restoration, climate and disaster risk mainstreaming, and service delivery improvements, supported by a financing framework and implementation arrangements involving government agencies, local authorities, development partners and the private sector, alongside a monitoring and evaluation system and cross-cutting considerations such as safeguards, gender, capacity building and stakeholder engagement.
