Abstract
The Third National Development Plan is a national policy with a multi-sectoral approach. The timeframe of the policy is 5 years between 2020/21 – 2024/25. The strategic objectives of the NDPIII are: to enhance value addition in key growth opportunities; to strengthen the private sector capacity to drive growth and create jobs; to consolidate and increase the stock and quality of productive infrastructure; to enhance the productivity and social wellbeing of the population; and to strengthen the role of the state in guiding and facilitating development.
Food security will be ensured through increased and diversified production in the agro-industry sector, including the production of coffee, tea, fish products, beef and dairy products. Access to safe water supply and sanitation services will be increased to enhance the well-being of the population and the quality of life.
In order to make agriculture more productive, the cumulative water for production storage capacity, the percentage of functional water for production facilities and the percentage of irrigated area will be increased. In addition, post-harvest losses for priority commodities will be reduced and storage capacity will be extended.
Job opportunities will be increased by strengthening the capacity of the agro-industry sector, as well as in the other key growth sectors. Access to financing and extension services and agricultural mechanization will be provided to farmers. The proportion of green jobs to total jobs will be increased. Labour productivity will be increased in the agriculture sector through capacity building and skills development. Households' participation in public development initiatives will be promoted. Public awareness will be raised on national and governmental programmes. Poverty alleviation strategies will be implemented, with a special emphasis on the vulnerable and marginalized persons.
Total export value of priority agricultural commodities will be increased to enhance value addition in the agriculture sector. The use of organic fertilizers will be promoted in the agricultural production and thereby the import of inorganic fertilizers will be reduced. Investment will be attracted to the exploration and processing of the selected minerals. The registration of land will be strengthened and the areas covered by forests and wetlands will be expanded. Water quality standards and permit conditions will be strengthened for groundwater, surface water and discharged wastewater. The dialogue between the public and the private sector will be strengthened to increase competitiveness in the international arena. Access to electricity will be provided for all, energy generation capacity will be increased, and the utilization of biomass energy resources will be promoted in order to ensure sustainable energy development. The efficiency of solid waste collection will be improved for effective waste management. Research and development and innovation will be integrated into national planning to ensure sustainable development.
