Abstract
The Uganda's Green Growth Development Strategy and its Implementation Roadmap, emphasize the transition to a sustainable development model that balances economic growth with environmental and social benefits. The strategy aims to achieve the country's Vision 2040 through medium-term National Development Plans, focusing on efficient approaches that generate economic benefits while preserving the environment and promoting social inclusiveness. Key components of the Implementation Framework and Roadmap include water resources management, minerals, oil, and gas development, energy efficiency, resilient agriculture systems, and sustainable natural capital management. Short, medium, and long-term goals are outlined for each sector, such as building local capacity for water resource management, embracing clean technologies in mineral extraction, increasing renewable energy access, and promoting climate resilient agriculture practices. The text underscores the importance of sustainable development in achieving middle income status while conserving natural resources and ensuring equity for all. By adopting green growth principles, Uganda aims to address poverty, unemployment, and macroeconomic stability while safeguarding the environment for future generations. The strategy aligns with the global 2030 Agenda for Sustainable Development, emphasizing the need for a holistic approach that benefits both people and the planet.
The UGGDS roadmap, aligned with Uganda Vision 2040 and NDP II, operationalizes green growth strategies and thematic areas for short, medium, and long-term actions. The benefits arising from the green growth transition include gross domestic product, employment, green house gas reduction, and reduced monetary cost of development. The policy outlines the natural capital management and development areas as development of tourism, sustainable forestry management, sustainable wetlands and optimal water resources management, and sustainable agriculture. The strategy contains 4 Parts as follow: Introduction; Strategic objectives; Implementation framework and roadmap; and Costing and financing mechanism.
