Uganda Just Transition Framework.

The Uganda Just Transition Framework (December 2025), prepared by the National Planning Authority, provides a policy guide to ensure that Uganda’s transition towards a green, resilient and low‑carbon economy is equitable and inclusive, aligning with national strategies and the Green Growth Development Strategy, and addressing key transition-sensitive sectors including agriculture, energy, transport, mining, industry and biodiversity conservation. It establishes principles aimed at protecting livelihoods, promoting decent work, safeguarding rights and reducing inequalities, and sets out a structured process requiring social risk screening, identification of vulnerable groups, stakeholder engagement and targeted mitigation measures, including integration into environmental and planning instruments. The Framework further outlines institutional roles and sector ministries, alongside measures for capacity building, data improvement, financing (including climate finance) and monitoring, supported by stakeholder coordination mechanisms and sector-specific guidance to facilitate implementation and ensure that transition impacts do not disproportionately affect vulnerable populations.
