Abstract
The Uganda National Bureau of Standards (Certification) Regulations, 2021 govern the process for manufacturers to obtain a permit to use the certification mark on their commodities, particularly those with declared standard specifications. The certification process involves submitting an application, paying fees (which may be fixed or based on the number of units produced, depending on the commodity category), and undergoing an audit of the manufacturing facility and commodity, with exemptions possible under certain conditions. The process also includes commodity sampling and testing to confirm conformity to standards. The regulations also cover the grounds for refusal to grant a permit and its withdrawal, suspension, or revocation, with an appeals process available for aggrieved parties.
