Abstract
Uganda’s second edition of its National REDD+ (Reducing emissions from deforestation and forest degradation and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks) Strategy, prepared by the Ministry of Water and Environment, updates the 2018 framework to align forest emission reduction efforts with national policies and international commitments such as the UNFCCC and the Paris Agreement, while supporting Vision 2040 and the National Development Plans. It aims to significantly reduce emissions from deforestation and forest degradation over twenty years, while conserving biodiversity and ecosystem services, by addressing key drivers such as population growth, agricultural expansion, energy demand, weak governance, land tenure challenges, wildfires and wood extraction. The strategy defines four REDD+ activity areas and translates them into eight strategic options—including climate-smart agriculture, sustainable charcoal production, forest restoration, energy-efficient cookstoves, wildfire management, improved livestock systems, commercial timber plantations and strengthened governance—implemented through jurisdictional programmes across Uganda’s four Water Management Zones. With a five-year costed action plan, it outlines institutional roles, financing mechanisms (government budgets, external funding and results-based payments), monitoring systems, and comprehensive environmental and social safeguards to ensure inclusive, accountable and sustainable implementation.
