Abstract
This document was prepared through a collaboration between the Ministry of Health, Ministry of Agriculture, Animal Industry and Fisheries, Uganda Wildlife Authority and Ministry of Water and Environment, with the goal to build resilient, sustainable systems to prevent and respond to zoonotic diseases, and address Antimicrobial Resistance (ANR) and biosecurity. The vision of the Plan is to reduce the burden of prioritized zoonoses and antimicrobial resistance by 50% through visionary leadership to enhance coordination and innovation, with shared responsibility and accountability. While the mission is to achieve functional and sustainable collaboration for One Health priorities with public and private sectors responsible for the physical and economic health of Uganda. This Plan involves five strategic objectives that the Plan strives to implement, these include; to establish and maintain high-level commitment at all relevant levels of government and the key stakeholders including the private sector; to institutionalise One Health within Government of Uganda structures to achieve sustainability and legitimacy of the One Health Platform to coordinate multi-sectoral collaboration; to strengthen prevention, preparedness and response to zoonotic diseases, AMR and biosecurity threats; to strengthen capacities (competencies, tools, strategic thinking, leadership, coordination) of the One Health platform and other stakeholders to effectively address zoonotic disease threats, biosecurity and AMR and to enhance behaviour change communication and awareness of the value of One Health Approach. The Plan is to be implemented by the government as its primary responsibility, with support from partners and other stakeholders, and the National One Health Platform will be responsible for oversight and coordination of the implementation of the Plan. The principles guiding the implementation of this Plan which all stakeholders are to observe include; a comprehensive and integrated approach; harmonization- regional, national and international standards shall be employed in the implementation of core elements of the Plan; government commitment and shared responsibility for the Plan; and the precautionary principle.
