Abstract
The Uganda Wildlife Policy is a national policy with a sectoral approach. The goal of the Policy is to conserve wildlife resources of Uganda in a manner that contributes to the sustainable development of the nation and the well-being of its people.
As a source of economic benefit, wildlife will be protected to enhance community livelihoods and local community will be involved in the management of wildlife and protected areas. Central and Local Government participation will be enhanced in decision making on activities impacting wildlife management. Community conservation initiatives will be promoted through alternative livelihood improvement projects.
Sustainable management of wildlife protected areas will be ensured through restoration of all degraded wildlife protected areas, environmental impact assessments, environmental audit, ecological research and monitoring, inspection, and institutional capacity building. Moreover wildlife population will be protected outside of wildlife protected areas by developing relevant plans, guidelines and institutional capacity building. Sustainable wildlife utilization programs will be promoted as an incentive for wildlife management on private land. The collaboration between wildlife, forestry and wetland management institutions and Local Governments will be strengthened to effectively manage wildlife and to conserve wildlife species in wetlands, forest reserves and private land. Management of protected areas will be carried out in accordance with National Protected Area Systems Plan, General Management Plans, Annual Operational Plans and other regulations. Sustainable traditional cultural values will be integrated into the management of Protected Areas. Wildlife species-specific national conservation plans, strategies and programs will be developed. In order to conserve rare, threatened, endemic, endangered or extinct species, (i) major wildlife corridors, dispersal areas and migratory routes will be established and conserved, (ii) ex-situ conservation facilities will be established and a national wildlife bio bank will be established, (iii) wildlife veterinary support services will be provided to prevent, manage and control wildlife diseases, (iv) transboundary collaboration on wildlife conservation and management will be promoted, (v) policies and guidelines for wildlife rescue, shipment, translocation and reintroduction will be developed, (vi) the use of indigenous knowledge in the conservation and management of wildlife will be enhanced, (vii) specific wildlife species will be classified as protected species, (viii) climate change adaptation and mitigation will be integrated into the wildlife management, and (ix) wildlife populations will be surveyed for monitoring and management. Sustainable and equitable utilization of wildlife as a viable economic form will be promoted. In addition, eco-tourism will be promoted in wildlife conservation areas as long as safety and security of wildlife conservation areas is ensured. A national wildlife research and training institute will be established to conduct regular selective wildlife population surveys and to monitor wildlife species and their habitats. Public awareness will be raised through wildlife conservation education by integrating conservation education in national curricula at all education levels. The impacts of exploration and development of oil, gas and other minerals, tourism and energy infrastructure development in wildlife conservation areas will be monitored and accordingly standards, guidelines will be established and mitigation measures will be taken. Local, regional and global partnerships will be promoted for conservation of wildlife. Furthermore all wildlife protected area boundaries will be surveyed, marked, monitored and secured.
The Ministry of Tourism, Wildlife and Antiquities shall be responsible of the overall supervision of the sector. The Uganda Wildlife Authority shall be in charge of wildlife protected area management and regulation of management of wildlife outside wildlife protected areas in collaboration with other institutions that have related mandates including wetlands and forest management institutions. Uganda Wildlife Education Centre shall be responsible for wildlife research, training and consultancy services. National Forestry Authority shall be in charge of management of wildlife in forest reserves. Monitoring and evaluation systems will be established to measure the efficiency and effectiveness of the policy implementation institutions in the sector.
