Abstract
The Wildlife Strategic Plan is a national policy with a cross-sectoral approach. The timeframe of the Plan is 5 years between 2013 and 2018. The overall goal of the Plan is to conserve, economically develop and sustainably manage the wildlife and protected areas to support community livelihoods and to contribute to the National development.
In order to ensure biodiversity conservation and ecosystem preservation, measures will be taken against invasive alien species, disease outbreaks, illegal activities in wildlife protected areas and habitat destruction due to the negative impacts of oil and gas, hydro power, mining, tourism facilities. Mechanisms will be developed for restoration of degraded ecosystems to restore and maintain healthy ecosystem in all protected areas. Management plans will be developed for extinct and threatened wildlife species, as well as out of range species.
Access to wildlife resources of communities will be enhanced. Community involvement will be promoted in the conservation of wildlife and protected areas. Community livelihoods will be improved through enhancing benefit sharing schemes, supporting wildlife-based enterprises and community based tourism initiatives.
Environmental management will be carried out in compliance with the environmental impact assessment and impact mitigation measures. Monitoring system will be improved for long-term impacts of developments. A wildlife research fund will be established to support management oriented researches and to generate scientific and management oriented information. A central information database will be developed and thereby coordination and information sharing will be improved amongst Uganda Wildlife Authority Departments and Units. Institutional capacity building will be enhanced through improvements in skills and knowledge and adequate, appropriate, and functional infrastructure. Wildlife resources and areas will be used in an environmentally sustainable manner with efficient management of the human-wildlife conflict. Community participation in animal friendly interventions will be promoted and joint efforts will be initiated to offer veterinary support outside the protected areas. Appropriate and adequate infrastructure for wildlife health management will be established and strategies will be developed for transboundary wildlife disease management and zoonosis, in order to reduce wildlife disease prevalence in all protected areas. Functional systems will be established to ensure biosecurity and biosafety. The efficient management of national protected area systems will be ensured to conserve Uganda's national capital, preserve its biodiversity assets, and thereby to provide and protect ecosystem services that support national sustainable development and human welfare. Public awareness will be raised on socio- economic and ecological value of protected areas. Infrastructure will be improved in the areas under the control of Uganda wildlife Authority, particularly to promote the tourism sector.
Mitigation and adaptation measures will be taken to address negative impacts of climate change and natural disasters on wildlife resources.
The implementation of this Strategic Plan will be monitored with a participatory approach, including Uganda Wildlife Authority staff, local leaders, government agencies, consultants and other stakeholders.
