The Agreement between the United States and Panama implements Article IV of the Panama Canal Treaty regarding the use of defense sites and military areas in Panama by U.S. forces. It establishes rules for the presence and activities of U.S. military personnel, civilian employees, and dependents in Panama. Key provisions cover criminal jurisdiction, employment of civilians, acquisition of Panamanian goods and services, telecommunications, postal services, commissaries and other facilities, contractors, entry and exit procedures, use of vehicles and aircraft, taxation, customs, and claims. The agreement grants certain privileges and immunities to U.S. personnel while requiring respect for Panamanian laws. It creates a Joint Committee to oversee implementation and sets procedures for resolving disputes. The agreement is intended to enable U.S. forces to carry out Canal defense responsibilities while recognizing Panamanian sovereignty. It entered into force in 1979 along with the Panama Canal Treaty and was set to terminate in 1999.
