Abstract
This Amendment to the Fishery Management Plan for the Reef Fish Resources of the Gulf of Mexico of the Gulf of Mexico Fishery Management Council provides additional flexibility in the annual framework procedure for specifying TAC by allowing the target date for rebuilding an overfished stock to be changed depending on changes in scientific advice, except that the rebuilding period cannot exceed 1.5 times the generation time of the species under consideration. It revised the FMP's primary objective, definitions of optimum yield and overfishing and framework procedure for TAC by replacing the 20 percent spawning stock biomass per recruit (SSBR) target with 20 percent spawning potential ratio (SPR). The amendment also transferred speckled hind from the shallow-water grouper quota category to the deepwater grouper quota category.
