Convention Between the United States of America and the United States of Mexico, To facilitate the carrying out of the Principles contained in the Treaty of November 12, 1884, and to avoid the difficulty occasioned by reason of the changes which take place in the beds of the Rio Grande and Colorado Rivers.

This document extends the duration of the Convention signed between México and the United States on December 1898 concerning the water boundary between the two countries, and aims to facilitate the carrying out of the Principles Contained in the mentioned Treaty so as to avoid any difficulties by reason of the changes which take place in the beds of the Rio Grande and the Colorado Rivers. The Agreement, composed of 9 articles, settles the International Boundary Commission as the competent body to know any kind of controversies that may arise within the frontier between the two countries where the Río Grande and the Colorado River form the boundary line, whether such questions grow out of alterations or charges in the bed of the mentioned rivers, or of works that may be constructed in the said rivers, or any other cause affecting the boundary line. It also defines de composition and functioning of the Commission and the decision-making process. The Commission is composed of a Commissioner appointed by the President of the United States of México and another appointed by the United States of America, in accordance with the constitutional provisions of each country. The Regulations of the International Boundary Commission are also included in the document.
