Abstract
This Plan represents the State of Hawai’i strategic commitment to guide the coordination and implementation of the State’s sustainability and climate adaptation goals, principles, and policies, through targeted actions to achieve near-term solutions for Hawai‘i's climate resilience and economic, social, and environmental sustainability, within the framework of United Nations Sustainable Development Goals. Covering the decade 2020-2030, this Plan is developed through a public engagement process identifying climate action, sustainable communities, clean and affordable energy, and local food production as the top sustainability priorities for Hawai’i. The Plan identifies 8 focus areas, aligned with the priorities identified through public and stakeholder engagement, and for each area several strategies and recommended actions: 1) sustainable economic recovery; 2) greenhouse gas emissions reduction; 3) improvement of climate resilience; 4) improving sustainable community management; 5) ensuring equitable access to resources; 6) increasing the government's capacity to address sustainability; 7) protection of natural resources, including a focus on clean water and marine ecosystem; 8) perpetuating traditional ecological knowledge and values.
Concerning recommended actions and strategies, these are the most relevant included in the Plan: transition to zero-emissions transport vehicles; serving at least 30% of local food in school meals; achieving the net-zero energy goal by 2035, producing as much renewable energy as the State consumes; increasing the production of fresh local agricultural products; use of reclaimed water in all the State facilities; promotion of healthy lifestyle diets, and nutrition programmes, above all among children and youth; integrated approach towards programmes aimed at reducing chronic diseases; prevention and control of tobacco use; improvement of economic growth, through the strengthening of key sectors of the State, including: agriculture and tourism; increasing the production of biodiesel from sugarcane; empowerment of local communities and farmers, by financing activities, encouraging local food purchases, promoting sustainable crop management practices; marine and coastal resources management; preventing marine pollution.
