Hawaii Tropical Forest Recovery Act (Public Law 102-574).

This Act amends the International Forestry Cooperation Act of 1990. It establishes the Hawaii Experimental Tropical Forest which will be managed as a model for sustainable yield harvesting and natural resources conservation as well as for research and outreach. In addition, the secretary of Agriculture is authorized to provide assistance through the Forest Service to eligible entities in States with tropical forests to promote sound management and conservation of tropical forests of the United States. Eligible entities include governments and private persons. The Act also establishes the Hawaii Tropical Forest Recovery Task Force to advise the Secretary of Agriculture on tropical forests and related ecosystems in the State of Hawaii. Within one year of its first meeting, the Task Force will submit an action plan with findings and recommendations for rejuvenating Hawaii's tropical forests, including forest land restoration methods, compatible multiple uses within tropical forests, protection of native plants and animals from non-native species, coordination of Federal, State and private forestry programmes as well as traditional practices, uses, and needs of native Hawaiians in tropical forests. The Secretary is then required to submit an additional plan to expand and construct additional required research, training and outreach facilities within one year of the receipt of the Task Force's action plan. Annual reports are required on the progress, needs and long-range plans of the Institutes of Tropical Forestry in meeting the requirements of the Global Climate Change Prevention Act of 1990.
