Abstract
The International Boundary Water Commission (IBWC) observed that the works certified by the Border Environment Cooperation Commission (BECC) at the public meeting of its Board of Directors of June 18, 1997 consist of four principal elements: (a) pumping plant; (b) pressure line section; (c) gravity section; (d) rehabilitation of the San Antonio de Los Buenos Wastewater Treatment Plant. On the basis of considerations and observations regarding the implementation of the Plant the Commission made recommendations on the following: the distribution of costs; the IBWC participation in making observations and reports to the two Governments and supporting the North American Development Bank's construction supervision; the project execution to be consistent with the obligations contracted by the United States and Mexico in IBWC Minutes No. 261 and 270; the operation and maintenance of the proposed works; the coordination by the IBWC of a joint monitoring program of the coastal waters at the international boundary and through a minimum of two stations north and two stations south of the border; the consultations regarding the handling of future wastewater flows to begin 60 days after the approval of the Minute.
