Richard B. Russell National School Lunch Act (42 U.S.C. 1751-1769j).

This Act declares the policy of Congress in respect of Federal assistance to the States, through grants-in-aid and other and other means, in providing an adequate supply of foods and other facilities for the establishment, maintenance, operation, and expansion of non-profit school lunch programs. The policy shall be regarded as a measure of national security, to safeguard the health and well-being of the Nation’s children and to encourage the domestic consumption of nutritious agricultural commodities. To the maximum extent feasible, each State agency shall offer to each school food authority under its jurisdiction that participates in the school lunch program and receives commodities, agricultural commodities and their products, the per meal value of which is not less than the national average value of donated foods established under this Act. The Act also concerns women, infants, and children and adult care food program and other measures regarding child hunger.
