Abstract
The United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service Strategic Plan FY 2019-2023 is a national sectoral plan of the United States of America. Its main objective is to deliver efficient, effective, and responsive programs; safeguard American agriculture; and facilitate safe U.S. agricultural exports.
The Plan aims to eliminate hunger, food insecurity and malnutrition. To this end, it sets out to employ an integrated systems-based One Health approach, which focus on the interconnection between people, animals, plants and the environment, to minimise the risk of pest and disease events, to protect the national food supply; and to assist industry in the design of secure food supply plans to ensure business continuity during disease outbreaks.
To enable more inclusive and efficient agricultural and food systems, the Plan seeks to create export opportunities for American producers; and to ensure resolution of sanitary and phytosanitary issues and trade barriers.
In order to increase the resilience of livelihoods to disasters, the Plan aims to improve the customer experience by modernising information technology infrastructure, facilities, and streamlining the delivery of our services; maintain a high performing workforce through employee engagement and empowerment, and provide a safe workplace; remove obstacles in the Animal and Plant Health Inspection Service (APHIS) programs by reducing regulatory burden and streamlining processes; maximise the return on taxpayer investment through stewardship of resources and focused program evaluations; leverage workforce differences to better serve the Agency’s customers; prevent damaging plant and animal pests and diseases from entering and spreading in the United States to promote plant and animal health; manage plant and animal pests and diseases once established in the United States to promote plant and animal health; ensure effective emergency preparedness and response systems; manage conflicts caused by wildlife, detect and control wildlife diseases, and protect agricultural and natural resources; ensure the safety, purity, and effectiveness of veterinary biologics and protect plant health by optimising our oversight of genetically engineered (GE) organisms; and provide and coordinate timely diagnostic laboratory support and services; ensure the humane treatment of vulnerable covered animals.
The Action Plan also provides for antimicrobial resistance aiming to understand antibiotic use in livestock, conduct surveillance of antibiotic drug susceptibility of selected bacterial organisms, and monitor antimicrobial resistance in animals over time.
