Abstract
The USDA Foreign Agricultural Service Strategic Plan 2019-2022 is a national sectoral strategic plan of the United States of America. Its main objective is to advance the growth of U.S. agricultural exports through market intelligence, trade policy, trade capacity building, and trade promotion programs.
More specifically, it provides to liberalize global agricultural trade by developing and enforcing policies to address trade barriers; engage with international institutions and member countries to strengthen the rules-based trading system; prevent or mitigate adverse effects from foreign country policy decisions; negotiate and enforce trade agreements to maintain and expand markets; expand U.S. agricultural exports through implementation of trade-supporting initiatives; support existing and potential exporters and agricultural organizations to expand U.S. agricultural exports; support existing and potential foreign trading partners to expand markets for U.S. agricultural products; inform global agricultural markets and advise U.S. decision-makers by providing relevant expertise and analysis; advise U.S. decision-makers on policy issues; provide intelligence and market analysis to encourage informed market decisions; efficiently and effectively operate FAS; implement non trade-focused congressionally mandated programs; strengthen organizational performance, efficiency, and collaboration; recruit, retain, and develop a highly talented, motivated, and diverse workforce; and coordinate international Departmental activities to promote a unified USDA agenda abroad.
