Decision No. PP-3980 of the President of the Republic of Uzbekistan “On priority measures to create a legal and institutional framework for the development of public-private partnerships.”

The President approves the proposal of the Ministry of Finance, the Ministry of Economy and the Chamber of Commerce and Industry of the Republic of Uzbekistan on the creation Public-private partnership Development Agency under the Ministry of Finance of the Republic of Uzbekistan. The main tasks of the Agency shall be as follows: (a) participation in the development of sectoral programs for the development of public-private partnerships in priority areas of the economy and social sphere; (b) development of a methodology for assessing the effectiveness and comparative advantage of public-private partnership projects, methodological support for the preparation and implementation of these projects; (c) ensuring interdepartmental coordination in the implementation of projects in the field of public-private partnership, as well as posting information about projects in the public domain and maintaining their register; (d) assistance to ministries and departments in the implementation of public-private partnership development programs, including the development of concepts for specific projects; (e) organizing interaction with investors, international financial and donor organizations, the scientific and expert community, as well as other market participants on the development of public-private partnerships; (f) providing comprehensive assistance in protecting the rights and legitimate interests of participants in public-private partnership projects, considering their proposals on project financing mechanisms, including the identification and distribution of possible risks; and (g) monitoring of public-private partnership projects, including in the area of using funds from the budget system, involved in their implementation, as well as the practice of preparing and implementing projects, taking into account international experience in relevant industries. The Agency is constituted in the form of a government agency and is special authorized body responsible for implementation of the unified state policy in the field of public-private partnerships in the Republic of Uzbekistan.
