Decision No. PP-58 “On measures to further improve the system of reform research, strategic planning and management in the field of food and agriculture.”

The President, in order to create a continuous financing system based on strategic planning and analysis of reforms, studying the effectiveness of investment projects in the field of food and agriculture, as well as science-based evaluation of efficient use of funds from international financial institutions attracted to this field and the creation of an effective systems for implementing scientific results in practice, decrees to set up International Center for Strategic Development and food and agriculture research within the Ministry of Agriculture and performing the following functions: (a) conducting institutional analysis and developing basic directions of reforms in the field of food and agriculture; (b) conducting research on the scientific and theoretical foundations of market relations development in the field of food and agriculture; (c) conducting assessments of the effectiveness of reforms and efficiency of practical results in scientific research in the field; (d) development of short-term, medium-term and long-term plans and development strategies for the sector; (e) attracting foreign investment, loans and grants of international financial institutions and foreign government financial organizations on implementation of projects in the field of food and agriculture; (f) providing consulting services and practical assistance to subjects of entrepreneurship upon presentation to commercial banks documents required to obtain loans and grants for implementation of projects; (g) management, coordination and monitoring of effectiveness of all grant projects, technical assistance projects, lending and programs in the field, as well as ensuring their compliance with the agricultural development strategy.
