Abstract
This Decree establishes that Ugam-Chatkal State Biosphere Reserve is a protected natural area, which includes land and water ecological systems designed to ensure the preservation of biological diversity in the mountains and foothills of the Tashkent Region in the areas of sustainable use of natural resources and socio-economic development, protection of cultural and natural values. Different types of regime of use and protection of natural objects and complexes shall be established on the territory of Ugam-Chatkal State Biosphere Reserve according to the zoning. In order to organize management of water use in the adjoining territories to protected area, on land plots of landowners, land users and lessees in shall be applicable servitude in order to ensure operation of irrigation canals. Biosphere reserve participates in global monitoring of the natural environment. The biosphere reserve has been created for the purpose of preservation and restoration of mountain and foothill forests and landscapes, representatives of flora and fauna of foothill and mountain ecosystems, including rare and endangered species, other natural objects and complexes characteristic for the territory of the biosphere reserve, improvement of the ecological environment, ensuring the sustainable use of natural resources and social welfare of the population, preservation of cultural and natural heritage, study of natural processes, promotion of various types of tourism, education, training and upbringing. The objectives of the biosphere reserve shall be as follows: (a) preservation of the natural and cultural heritage of the region; (b) preservation and restoration of biological diversity; (c) protection and restoration of landscapes; (d) creation of mechanisms for environmentally sustainable use of natural resources; (e) fundamental scientific research; (f) monitoring of the natural environment, economic and social development of the biosphere reserve area; (g) involvement of the local population, non-governmental non-profit organizations in different areas of biosphere reserve management; (h) environmental education and training; (i) raising environmental and ecological awareness of the population; and (j) organization and development of various types of tourism.
