Decree No. 171 of the Cabinet of Ministers “On measures to effectively organize the activities of the state system to prevent emergency situations and act in such situations in the Republic of Uzbekistan”.

Regulation on the State System of Prevention of Emergency Situations and Action in Such Situations of the Republic of Uzbekistan, contained in Annex 1, stipulates the composition, main objectives and tasks, organizational and functional structure and the procedure of operation of the State System of Prevention of Emergency Situations and Action in Such Situations of the Republic of Uzbekistan. The functions of the national executive authorities of and other organizations for the protection of the population and territories against emergency situations within the framework of the functional sub-system of the state system of prevention of emergency situations and action in such situations of the Republic of Uzbekistan are contained in the Annex 2. The functions of the local executive authorities to protect the population and territories against emergency situations within the framework of the territorial sub-system of the state system of emergency prevention and action in such situations of the Republic of Uzbekistan are contained in the Annex 3. Natural and man-made emergency situations shall be considered an accident, destruction, dangerous event that may lead to the death of people in a certain area, damage to people's health or the natural environment, serious material losses, and disruption of people's living conditions, situations arising as a result of a natural event, natural phenomena or other disaster, as a result of the spread of quarantine and other infectious diseases dangerous to humans. The main goal of the State system for prevention of emergency situations and action in such situations is to ensure the effective organization and implementation of measures to prevent and eliminate emergency situations in peace and special times by republican and local executive authorities and other organizations that have powers in the field of protection against emergency situations or are assigned obligations in this field. The information-management structure of the State system for prevention of emergency situations and action in such situations includes the following: National Center for Action and Management in Emergency Situations; information centers of the monitoring and control bodies of the natural environment and high-risk objects; stationary (fixed) control points; points of action for managing emergency response forces and means; duty-dispatching services of regional and functional sub-systems; means of communication and information transfer, including the automated system of management and information provision.
