Decree No. 227 of the Cabinet of Ministers “On measures for ensuring the procurement of wheat from the 2023 harvest and ensuring price stability in domestic market”.

The Cabinet of Ministers, in order to ensure the continuous supply of wheat and flour products to the domestic market, decides as follows: (a) to purchase 1,783,000 tons of commodity wheat as a state resource and 266,500 tons for seeds at the expense of the State Support Fund for Agriculture under the Ministry of Finance; (b) transfer a total of 2,550,000 tons of wheat to the enterprises of the "Ozdonmahsulot" JSC system should be approved in accordance with Appendix 1; (c) the Ministry of Agriculture, the Council of Ministers of the Republic of Karakalpakstan, and the local self-government (hokims of regions, districts), will provide information on the volumes of wheat purchased for state resources, accepted for temporary storage, and seed wheat to the enterprises of the "Ozdonmahsulot" JSC system on the official website of the local self-government (district hokims), farms and other ensure that it is placed in the section of grain growers; (c) payments for wheat purchased for state resources will be made at the initial stage at prices in accordance with Appendix 2 within two weeks from the date of delivery of the wheat; (d) each ton of seed wheat is purchased by the enterprises of the JSC "Ozdonkhusulot" system for 3 million soums, taking into account the appropriate variety premiums; for the purchase and preparation of seed wheat, the Fund allocates loan funds to the enterprises of the "Ozdonmahsulot" JSC system for a period of six months at an annual rate of 1.5 percent; (e) the Ministry of Economic Development and Poverty Reduction together with the Fund: develop a monthly schedule of wheat purchased for state resources and accepted for temporary storage, and submit it to the Cabinet of Ministers for approval; and (f) information on the volume of wheat to be traded on the stock market shall be made available five days before the beginning of the calendar month.
