Decree No. 703 of the Cabinet of Ministers “On measures for the further improvement of the water resources management system based on the experience of Kashkadarya region”.

The Cabinet of Ministers, in order to effectively manage water resources, conduct their accounting and reporting on the basis of modern technologies, and allocate part of the private sector income to the management of water management facilities based on the principles of public-private partnership, decides as follows: (a) management of state water management facilities based on the results of direct negotiations in accordance with the principles of public-private partnership, shall be performed after the conclusion of an agreement between the Ministry of Water Management and the agrocluster; (b) the main indicators of the state water farm facilities, which are transferred to agroclusters on the basis of the terms of public-private partnership, based on the right to use the land for free for the lease period, shall be established in accordance with Annex 1; (c) the main indicators of internal irrigation and collector-drainage networks transferred to agroclusters for targeted use based on the right of free use in accordance with the decision of the Council of Ministers of the Republic of Karakalpakstan and regional governments for the period corresponding to the lease period of the land shall be established in accordance with Annex 2; (c) forecast indicators of introduction of online monitoring and remote control system of water consumption in the channels of the state irrigation system, which are transferred to agroclusters under the terms of public-private partnership for the period of land lease, shall be established in accordance with Annex 3; and (d) the "road map" for the management of the state irrigation facilities transferred to agroclusters on the basis of the right to free use of the land for the period of the lease on the basis of the terms of public-private partnership shall be established in accordance with the Annex 4.
