Decree No. 716 of the Cabinet of Ministers “On measures to ensure price stability for basic foodstuffs and essential goods, as well as systemic control over safety and quality of products”.

Regulation on the establishment of systematic control and the procedure for taking necessary measures to ensure that the prices of basic types of food and necessary products are not increased without reason during the period of sharp fluctuations: (a) monitoring the dynamics of price changes of the main types of goods (commodities), analyzing the factors affecting their fluctuations and the reasons for their origin; and (b) issuance of guidelines and instructions by the authorized body on checking the existing stocks of goods (commodities) of economic entities in the warehouse and eliminating the identified deficiencies. The period of sharp fluctuations in the prices of basic food products is determined by the Cabinet of Ministers for a period of up to 6 months, when the price of these products rises to a level equal to or higher than the main rate of the Central Bank during the last 30 days, or when there is a demand in the market. The main types of food products of social importance include: (a) wheat and flour; (b) molded bread; (c) beef; (d) poultry meat; (e) eggs; (f) cottonseed oil; (g) sunflower oil; (h) rice; (i) sugar; and (j) milk (packaged). Regulation on the procedure for issuing instructions to manufacturers and sellers on the production, import into the national territory, cessation of sale, removal from circulation and compulsory withdrawal from consumers of goods that are hazardous for human health, property of legal entities and natural persons, and of poor quality establishes as follows: (a) to determine the hazardousness and poor quality of the goods in the prescribed manner and draw up a document declaring them dangerous or poor quality by the authorized body; and (b) in the event that the hazardousness or poor quality of the goods is determined, the competent authority shall issue appropriate instructions to manufacturers and sellers, which must be followed.
