Joint Decision No. 11-1481 of the State Committee on Environmental Protection, No. 10/8 of the Minister of Agriculture and Water Management and No. 91 of the Minister of Finance validating the Regulation on determination of damage caused by burning crop stubble and imposing fines on legal entities and natural persons who allowed these situations to occur.

This Regulation establishes the procedure for determination of damage caused by burning crop stubble and imposing fines on legal entities and natural persons who allowed these situations to occur. The damage shall be applicable to deterioration of soil and shall be collected by the officials of ecological and environmental protection bodies. Calculation of the amount of damage caused to plants as a result of burning stubble of cereal crops shall be based on the procedure for issuance of permits for the use of wild flora species. This Regulation considers fertile soils as a means of growing agricultural crops, and their quantity is determined by the quality of the soil and the yield of grain crops. When determining the amount of damage caused to soil fertility as a result of burning straw, the degree of damage caused to it and the productivity of the soil in the biosphere are taken into account as criteria. Damage to soil fertility is determined by the loss of humus and nitrogen, which are the main elements determining soil fertility, due to stubble burning. According to calculations, the loss of humus with a decrease in soil fertility is 12%, and the loss of nitrogen is 7.5%.
