Law No. 913-XII “On local self-government”.

This Law establishes that the representative bodies of power in regions, districts and cities (except for cities of district subordination) are the Councils of People's Deputies. The activities of local government bodies are regulated by the Constitution of the Republic of Uzbekistan, this Law and other legislative acts of the Republic of Uzbekistan. The economic basis for the activities of the regional, district, city self-government bodies and mayor is the state property of administrative-territorial entities (municipal property) and other property available in the region, district, city and serving economic and social development. The main powers of the regional, district and city self-government include: (a) approval, upon the proposal of the mayor, of long-term land-use programs for the territory, a master plan and rules for the development of the urban land of a district or city; (b) consideration and adoption of local budgets; and (c) establishing rates of local taxes and other mandatory payments. Mayor shall have the following powers: (a) organizes work in case of natural disasters, epidemics and other extreme situations; and (b) introduces decreasing and increasing coefficients to the established rates for individual taxes determined by law, taking into account the characteristics of the regions and geographic area. The heads of district (city) medical institutions, based on the results of each half-year, submit a report to the district (city) local self-government body, respectively, on the implementation of state health care development programs in the territory, the state of disease prevention, the formation of a healthy lifestyle and adequate nutrition, as well as on the main health care indicators.
