Law No. ZRU-766 “On organic production.”

The scope of this Law is to regulate relations in the field of organic products (production, processing, storage, transportation, labelling and sale of organic products, as well as compliance and authorization assessments). It does not apply to organic products produced for personal consumption. Organic products shall be intended certified products, obtained using at all stages of its production, processing, storage, transportation and sale of production technologies, meeting the requirements of legislation on organic products and normative documents in the field of technical regulation. Producer of organic products shall be intended natural person or a legal entity carrying out activities related to production of organic products. Basic principles in the field of organic production shall be as follows: (a) the priority of the protection of the life and health of citizens, as well as protection of the environment; (b) voluntariness in choosing the direction of organic production; (c) transparency and openness of information about organic products; (d) use of renewable natural resources; and (e) environmental protection and ensuring environmental safety. The Cabinet of Ministers shall exercise the following powers: (a) ensures the implementation of a unified state policy in the field of organic products; (b) approves state programs for the development of organic production and ensures their implementation; (c) establishes standards for acceptable pollution during production of organic products and organic safety requirements products, including diseases of organic crops (plants), and determines the permissible amount of residues in organic products of biological and chemical substances used to protect them from pests; and (d) establishes requirements for import into the territory of the Republic of Uzbekistan and the export of organic products from its territory, as well as production, processing, storage, transportation, sale and recycling of organic products. The Ministry of Agriculture, authorized state competent body in the field of organic production, shall exercise the following powers: (a) implements a unified state policy in the field of organic products; (b) develops and implements government and other programs in the field of organic production; (c) ensures the creation of a system for the production of organic products, based on the principle of the concept of sustainable development, in accordance with the goals and objectives of government policies and programs for its implementation. Service for Sanitary-epidemiological welfare and public health shall ensure the introduction into production of harmonized with international standards and recommendations sanitary regulations, norms and hygienic standards for the safety of organic products. State Committee for Veterinary Medicine and Livestock Breeding exercises control over compliance with veterinary and sanitary requirements established by legislation on veterinary medicine, when grown by producers of organic products, organic livestock products and raw materials of animal and plant origin. State support in the field of organic production shall be carried out by: (a) allocation of subsidies for the production of certified organic products, taking into account the specifics of cultivation of agricultural crops converted to organic production; (b) stimulating the introduction of innovative methods and technologies, as well as best practices in organic production; (c) assistance in financing the production of organic products and provision of information, extension and certification services to producers of organic products. Manufacturers of organic products have the right to use their own trade name, trademark and mark services during production, processing, storage, transportation and sale of organic products. The following requirements apply to the production of organic products: use of healthy animals and plants, safe products and raw materials of animal and plant origin; application for organic production in animal husbandry of feed and feed additives consisting of ingredients, obtained from substances of natural origin; non- mixing organic and inorganic ingredients of the same type into one organic product. When producing organic products, it is prohibited to use synthetic substances, pesticides, hormones, antibiotics and chemical food additives. The right to use the national conformity mark for organic products shall be granted to the producers of organic products. This Law contains 6 Sections divided into 30 Articles. Section 1 lays down general provisions. Section 2 establishes state regulation in the field of organic production. Section 3 establishes rights and obligations of organic producers, and guarantees for their activities. Section 4 establishes general requirements for organic products. Section 5 establishes conformity assessment, authorization for conformity assessment body, equivalence assessment in the field of organic products, labelling of organic products. Section 6 lays down final provisions.
