Abstract
This Order approves the procedure for issuing quality certificates for silkworm eggs (silkworm seed). The regulation applies to both imported and domestically produced silkworm eggs and establishes a certification system based on microscopic testing to detect diseases, particularly the “Pebrina” pathogen, before distribution or use.
The regulation designates the Sericulture Research Institute as the competent authority responsible for testing and certification. Applicants seeking certification must submit a written or electronic application, and imported eggs require a copy of the contract with the foreign producer. The authority reviews applications within five working days, concludes a service contract with eligible applicants, and charges a fee for testing. Detailed procedures are provided for sampling both domestic and imported silkworm eggs, including sample sizes, storage conditions, and schedules for collection. Samples are incubated under controlled temperature and humidity conditions and examined microscopically to assess hatchability and detect the presence of the Pebrina disease agent.
Following microscopic analysis, the competent authority prepares an official record jointly with the “O‘zbekipaksanoat” Association. If no Pebrina spores are detected, a quality certificate is issued and provided to the applicant within three working days. When the disease is found in domestic silkworm eggs, the affected batches must be destroyed under official supervision; when detected in imported eggs, their sale and distribution within the national territory are prohibited. The regulation also provides applicants with the right to appeal certification decisions to a higher authority or a court. Annexes include application forms, sampling reports, inventory records, and the official template for the quality certificate confirming freedom from Pebrina disease.
