Presidential Decree on Additional measures to improve the activities of farms, dekhkan (peasant) farms and owners of subsidiary smallholding land plots" (No. PP-3680 of 26.04.2018).

The President, in order to improve the efficiency of farmers, dekhkan (peasant) farms and owners of subsidiary smallholding land plots, ensuring active participation and empowerment of the Council of Farmers, Dekhkan (peasant) Farms and of subsidiary smallholding land plots in Uzbekistan, decrees as follows: (a) to consider one of the indicators intended (specific) use of land plots on the relevant territory, allocated to dekhkan farms and owners of household plots; (b) to establish that from July 1, 2018: membership of all farms and dekhkan (peasant) enterprises in the Council is mandatory, and for subsidiary smallholding land plots - voluntary; termination of membership of farms and dekhkans in the Council in in accordance with the decision of the presidium of the district councils of farmers, dehkan (peasant) farms and owners of subsidiary smallholding land plots is the basis to terminate the right of ownership, permanent or fixed-term use a land plot or its lease; councils of farms, dekhkan farms and owners of household plots lands carry out monitoring and public control over the implementation of contractual obligations in agriculture; and (c) the Ministry of Agriculture shall establish membership fees to the Council. LLC "Tomorka Hizmati" shall be entitled with the task of providing practical assistance to of farmers, dekhkan (peasant) farms and owners of subsidiary smallholding land plots related to land cultivation and, in particular, land reclamation and sowing of agricultural crops; creation and improvement of a water irrigation system, installation of water pumps, drilling of artesian wells and organization of drip irrigation.
