Presidential Decree No. UP-116 “On additional measures to stimulate the development and industrialization of ferula cultivation in the country.”

The President, in order to preserve and ensure the restoration of natural reserves of wild ferula in the cluster, create ferula plantations through cultivation, organize cooperation between processing enterprises and households, stimulate the processing of raw materials obtained from ferula and export of finished and semi-finished products, as well as broadly attracting investments in this area, entrusts the Committee for the Development of Sericulture and the Wool Industry the following additional tasks to ensure the accelerated development of ferula cultivation: (a) providing assistance to economic entities operating on pasture land areas owned by the Committee in organizing the conservation, protection, effective restoration and reproduction of wild ferula; (b) monitoring the creation of ferula cultural plantations that correspond to the natural and climatic conditions of the regions of the country; and (c) creating conditions in the regions of the country for increasing the volume of industrial processing and export of ferula as finished products, as well as expanding markets for these products. Ferula cultivation clusters are created under the following conditions: (a) concluding an agreement between the Committee, the Association and the initiators, providing for the rights and obligations of the parties; and (b) imposing on the initiators obligations for the effective use and improvement of the condition of pastures/preservation and increase through the cultivation of wild ferula, as well as the collection, processing and transformation of ferula raw materials into finished products through the cooperation of cluster participants.
