Presidential Decree No. UP-122 “On additional measures for the development of the fishfarming industry”.

This Presidential Decree aims to modernize fisheries management under conditions of limited water resources through a unified state management system, expansion of intensive fishfarming, digitalization of sector operations, and stronger state support. Key targets include increasing fish production to 500,000 tons by 2026-2027, developing cold-water aquaculture with annual production capacity of 20,000 tons from 2027, expanding training programs, and improving transparency in the leasing and management of waterbodies.
The decree creates a new Fisheries Development Center under the Ministry of Water Resources and establishes a Fisheries Development and Support Fund. It transfers reservoirs, drainage networks, and natural waterbodies for fisheries management, introduces electronic auctions for leasing water resources from 2027, and mandates the development of the digital platform “e-baliq” to monitor water use, fish production, feed consumption, and aquaculture technologies. Measures are also introduced to guarantee water supplies for intensive fishfarms, regulate water-use monitoring through digital metering systems, and strengthen environmental safeguards, particularly for drinking-water reservoirs and protected wetlands.
A major component of the decree is financial and institutional support for the sector. From 2026 to 2030, fishfarms may receive subsidies for solar energy installations, aeration equipment, imported breeding fish, recirculating aquaculture systems, feed production facilities, and foreign specialists. Preferential loans, credit guarantees, and budget allocations are provided to stimulate investment and fish production. The decree also promotes workforce development through training programs and the planned establishment of a joint Fisheries and Aquaculture Faculty with Dalian University (China).
