Abstract
Strategy of social protection of the population defines priority directions and comprehensive measures for the development of the social protection system for the population until 2030, and as a result of the implementation of its “Road Map”, the achievement of the intended targets will be ensured.
The Strategy covers the following social protection programs guaranteed by the state: (a) social assistance programs (material assistance to low-income families; old-age pensions, social pensions and pensions to disabled citizens, compensatory payments for housing and communal services and provision of one-time material assistance to the population in need of social protection; (b) social security programs (benefits for pregnancy and childbirth; disability benefits; unemployment benefits); (c) provision of medical and social services, healthcare benefits; food stamp/ration stamp nutritional assistance; and (d) labour market measures (organization of paid public works; vocational training; promoting organized employment of citizens abroad.
The Strategy sets forth the following goals: (a) development of social services at the local level; (b) strengthening the capacity of workers providing social services; (c) determination of the list and standards of medical and social services; (d) definition of disability in line with international standards; (e) deinstitutionalization of institutions in the form of boarding schools; (f) phased introduction of the social insurance system, as well as its development based on international standards; (g) strengthening social protection of maternity; (h) ensuring targeted delivery of state social assistance to the needy segments of the population, preventing poor families from falling into poverty, bringing families out of poverty; (i) simplification of the procedure for assigning social assistance and continuous improvement of its criteria; (j) support of the unemployed through investment in human capital; (k) improvement of the effectiveness of active measures in the labor market (AMRT) program; and (l) establishment of a monitoring system for the implementation of AMRT programs.
In 2025, the Strategy will be evaluated based on the implementation of the performed measures and targets, and in order to achieve the goals until 2030, proposals will be submitted to the Cabinet of Ministers to make appropriate changes to it.
