Presidential Decree No. UP-5708 “On measures to improve the system of public administration in the field of agriculture.”

This Presidential Decree establishes the main tasks and directions of the activity of the Ministry of Agriculture as follows: (a) implementation of the unified state policy in the sphere of agriculture and food security ensuring digitalization of agriculture, introduction of advanced good practices and advanced scientific findings, resource saving technologies and intensive agrotechnology; (b) creation of incentives for the promotion of value chains of agricultural and food products by expanding contemporary agricultural commodities processing facilities; (c) cooperation relations in production, storage, and trade of agricultural commodities and food products through large-scale introduction of cluster model of agrobusiness, improvement of organizational, legal and economic fundamentals of clustering process, facilitating the implementation of the investment projects on creation and development of clusters in the agricultural sectors; (d) coordination of state support measures for agriculture, promoting timely financing of agrotechnical measures, financial sustainability of agricultural producers, improving fertility of low-yielding lands, ensuring food security and increased export of agricultural commodities; (e) promoting agricultural mechanization and advanced processing of agricultural commodities through the development of a full range of modern financial services and increasing the availability of financial services with a view of ensuring accessibility to agricultural machinery and equipment; (f) formation of a modern system of preparation, use and export of seeds of agricultural crops, organization and development of primary seed production of varieties of domestic and foreign breeding, including biotech varieties; (g) implementation of the unified state policy in the sphere of plant protection, including pest and weed control measures, agrochemical services and soil protection; and (g) ensuring close integration of education and science on a systematic basis and agricultural production, training, advanced training and professional development of personnel with regard to current and prospective needs of agricultural sectors for highly qualified relevant specialists.
