Presidential Decree No. PP-121 “About measures to improve the production system on the land areas of agricultural enterprises on the outskirts of the fields of agricultural enterprises”.

The President, for the purpose of systematization of work and development of land plots in the national agricultural farms, cultivation and organization of agricultural production and guaranteed purchase, assignment of the aforesaid task to a separate responsible organization, and financial support of land owners of land areas on the outskirts of the fields of agricultural enterprises, authorizes Agricultural Services Agency under the Ministry of Agriculture to hire four seasonal agronomists to work in each region, a total of 672, in 2023, for the management and quality organization of work on the outskirts of the field, practical assistance owner of the land, from the beginning of sowing period until sale of the produce. The Agency shall be responsible for the Scientific Research Institute of Vegetables, Melons and Potatoes and the Scientific Research Institute of Horticulture, Viticulture and Winemaking named after Academician M. Mirzaev under the Ministry of Agriculture. Scientific Research Institutes, assigned to the Agency, shall be responsible for the following tasks: (a) development of scientific bases for increasing the efficiency of land use on the outskirts of farm fields, the application of the achievements of vegetable, melon and potato breeding based on the climatic conditions of each region; and (b) development of proposals for the introduction of effective, combined innovative methods of cultivation, crop conservation, protection against diseases and pests of crops on the outskirts of farm fields, as well as regular seminars and trainings in each district.
