Presidential Decree No. PP-260 “On measures for further development of viticulture and winemaking for the period of 2023-2026.”

The President decrees to validate: (a) Integrated Development Program of viticulture and winemaking for the period of 2023-2026; (b) targets for the planting of new vineyards in 2023-2024, according to Appendix No. 1; (c) “in-vitro” laboratories created for the procurement of seedlings of grapes, according to Appendix No. 2; (c) "road map" for the integrated development of the viticulture industry and wine industry in 2023-2026, according to Appendix No. 3; and (d) constitution of the Council for the Development of Viticulture, according to Appendix No. 4.
The Council shall performs the following tasks: (a) making decisions on the specialization of territories and districts for growing grapes, determining the most optimal areas for creating vineyards, as well as the allocation of land areas; (b) determination of measures for the development of viticulture as a national culture based on the culture formed over centuries in the national agriculture; (c) creating a value chain in the field by growing grapes over large areas using cluster methods and cooperation, development of proposals to stimulate storage, grape sorting and processing; (d) widespread development of viticulture in households and on private plots of land belonging to the population, identifying new initiators and approval of the targeted program; (e) approval of measures to create national brands of domestic grape varieties and expanding their exports through promotion to new markets; and (f) development of a scientific school of viticulture and implementation of close integration of science and production for the purpose of scientifically based growing and creating new productive seedless varieties of grapes.
