Presidential Decree No. PP-281 “On measures to improve the use of reservoirs for the needs of fishfarms, as well as the development of fishing facilities and coastal tourism.”

The President, in order to improve the management system of the fishing industry, rational use of natural and artificial reservoirs, implementation of scientifically based methods and intensive technologies of fishfarming, effective use of opportunities of existing pools, as well as the introduction of implementation procedures related to natural and artificial reservoirs based on market principles and transparency through an electronic online auction, decrees that starting from October 1, 2023, through electronic trading platform "E-auksion" via electronic online auctions are provided to business entities for rent the following objects and facilities: (a) state-owned natural and artificial waterbodies (reservoirs) - for commercial fishfarming and fisheries, as well as for other purposes provided for by legislation; (b) non-agricultural land plots around natural and artificial waterbodies (reservoirs), as well as rivers - to create beach areas near the water, provide services for recreational water use, fishing, skiing on a boat and boat trip, organizing trade in fish products, including fish dishes, catering services and other tourism services. Presidential Decree establishes that 90 percent of funds received from leasing artificial waterbodies (reservoirs) transferred to a separate use of the Association "Uzbekbaliksanoat" shall be transferred to the Fishfarming Development Fund, 10 percent - to the Center for the Effective Use of State Property under the Agency for State Assets Management; 90 percent of funds received from leasing natural water reservoirs for purposes other than fishing and fishfarming - to the Ecological Fund, 10 percent - to the Center for the Effective Use of State Property under the Agency for State Assets Management.
