Presidential Decree No. PP-285 “On additional measures to improve the identification system in animal husbandry and breeding.”

The President, in order to introduce modern innovative methods into the field of livestock breeding, increasing production volumes and state support for livestock breeding entities, decrees to set up in the form of government agency Center for Identification, Registration and Monitoring of Livestock, assigning thereto the following tasks: (a) organization of measures for step-by-step identification and maintenance of electronic records of animals, including domestic animals that are bred and kept by natural persons and legal entities; (b) coordinating a unified national database for the identification, registration and monitoring of animals, as well as ensuring electronic exchange of information in real time; (c) training and regular advanced training of workers involved in animal identification work; (d) development of procedures for identification, registration, cancellation of registration and cancellation of maintenance of animals; and (e) making proposals to improve the animal identification system based on international experience. The President also decrees to set up in the form of government agency Research and Production Breeding Centre, assigning thereto the following tasks: (a) introduction on a large scale of modern methods of packing semen material of breeding bulls, establishing the procurement of high-quality semen material based on the AndroVision CASA program; (b) organization of an innovative laboratory for the procurement and transplantation of embryos of breeding cattle using the “in vitro” method in the field of meat and dairy products; (c) establishing technology for harvesting with deep freezing of semen material and embryos of breeding and sports horses, as well as providing consulting services on a contractual basis; and (d) increasing the knowledge and practical skills of gifted youth and young scientists in the sale and high-quality delivery of semen material and embryos of breeding animals, as well as in the achievements of science, advanced experience and technology.
