Presidential Decree No. PP-357 “On increasing the effectiveness of measures to prevent emergencies involving chemicals with a high degree of fire and explosion hazard.”

The President, in order to increase the effectiveness of measures to prevent emergency situations in the process of storage, transportation, use and destruction of chemical substances (products) with a high degree of fire and explosion hazard and the prompt liquidation of their consequences, assigns to the Ministry of Emergency Situations the task of coordinating activities in the field of storage and transportation, use and destruction of chemical substances (products) with a high degree of fire and explosion hazard, as well as monitoring compliance with established requirements in this area. This Presidential Decree establishes the procedure according to which, from January 1, 2024: (a) information on chemical substances (products) imported into the national territory and undergoing customs clearance in the prescribed manner, and the entities importing them, is provided to the Ministry of Emergency Situations through the Unified Automated Information System of the Customs committee in real time; and (b) storage of chemical substances (products) is authorized only in warehouses that meet the requirements for the prevention of emergencies (fires) and ensure industrial safety.
