Presidential Decree No. PP-4087 dated 27 December 2018 On urgent measures to create favorable conditions for wide use of drip irrigation technology in the production of raw cotton.

This Presidential Decree, with a view of ensuring rational and saving use of water resources, further improvement of irrigated land reclamation state, increasing crop yields, especially of cotton, ensuring sustainable functioning on this basis of agricultural production, decrees to set forth priority areas for further expansion of drip irrigation technology in the field of cotton growing: (a) introduction of an effective state support system for raw cotton producers implementing projects of drip irrigation technology for growing cotton, improving the incentive mechanisms for the manufacturers of drip irrigation systems and components thereof; (b) efficient use of available water resources, large-scale introduction of innovative ideas, research developments, modern technologies and scientific achievements in the field of cotton growing with the use of drip irrigation; (c) formation of scientific-practical and methodical bases of the use of drip irrigation technologies with the consideration of soil-climatic and other conditions in the regions; (d) organization of the manufacturing of agricultural machinery, equipment and mechanisms, as well as mineral fertilizers used in growing cotton with the application of drip irrigation technology; and (e) training, and advanced training of specialists in the field of introduction and management of water-saving technologies. State support of the producers of raw cotton that have introduced drip irrigation technology and the manufacturers of drip irrigation systems and components thereof shall be financed out of State budget and State fund for support of entrepreneurial activities under the Cabinet of Ministers.
