Presidential Decree No. PP-4704 “On measures for the expansion of potato production and further development of potato seed production.”

The President, with a view of increasing the production of consumer and seed potatoes, expand cluster and cooperative mechanisms, further state support for the introduction of modern technologies in the field of potato growing, as well as to fully meet the demand for potatoes in the domestic market, approves creation of potato growing clusters and cooperatives in the regions specialized in potato growing. The main activities of potato clusters and cooperatives shall be as follows: (a) production of consumer and seed potatoes in continuous areas based on innovative and resource-saving technologies, as well as the creation of a value chain in this field; (b) expanding the production of reproductions of the super-elite and the elite seed potatoes, procurement of seeds, as well as planting of modern potato plantations; (c) meeting the demand for consumer and seed potatoes in the domestic market, expanding their exports; (d) organization of the production of reproductions and super-elite and (or) elite seed potatoes on at least 50 percent of the sown area allotted for planting potatoes; (d) organization of storage, selection, delivery and processing of seed potatoes; and (e) introduction of advanced technologies, innovative solutions (know-how) and scientific achievements in the field of potato growing.
