Presidential Decree No. PP-54 “On additional measures to increase the efficiency of use of household land and financial support for entrepreneurial initiatives of the population.”

The President, in order to increase household incomes by increasing production in household plots (smallholdings), saturation of domestic market by foodstuffs, creating a system of guaranteed purchase of agricultural commodities produced by private farms/smallholdings, as well as the development of cooperative ties between owners of household land plots and producers in each district, decrees as follows: (a) to allocate to the Fund for Support of Farmers and Dehkan Farms and owners of household land (smallholdings) borrowed funds in the equivalent of 100 million US dollars in national currency at the expense of the Fund for Reconstruction and Development for a period of 9 years, including a grace period of 4 years, at a rate of 2 percent per annum; and (b) the aforesaid funds shall be destined to small intensive gardening, lemon growing and viticulture, including growing melons, legumes, oilseeds, potatoes and vegetables.
