Presidential Resolution No. PP-585 “On measures for the prevention of emergency situations related to floods, mudflows, snow avalanches and landslides, and liquidation of the consequences thereof.

The President, with a view of organizing timely and effective work for the protection of the population and territories against emergency situations associated with floods, mudflows, snow avalanches and landslides, and liquidation of the consequences thereof, decrees to validate the Regulation on organization of work for the prevention of emergency situations related to dangerous hydrometeorological and geological phenomena (Annex 1). Regulation establishes the procedure for timely identification of possible risks originating from dangerous hydrometeorological and geological phenomena, efficient protection of the population and territories against natural disasters, and timely liquidation of the consequences thereof. Special Commission for safe passage of floods and mudflows, reduction of risks of snow avalanches and landslides shall be set up performing the following functions: (a) formation and implementation of unified state policy in the sphere of prevention of natural disasters and liquidation of the consequences thereof; (b) coordination of the activities of public administration for performance of the arrangements related to protection of the population and territories against natural disasters; and (c) inspection of early intervention system.
