Resolution No. 135 of the Cabinet of Ministers “On measures to create and expand supermarket network.”

The Cabinet of Ministers, in order to further improve the culture of trade services, provide the population with necessary foodstuffs and consumer goods, decrees as follows: (a) supermarket-type stores shall be organized in cities and regional centers in order to improve the provision of the population with food and non-food goods of daily demand; (b) supermarket-type stores can be organized with a sales area of at least 600 sq. m. in urban areas and, in regional rural areas at least 400 sq. m., having all the necessary conditions for acceptance, storage, preparation of goods for trade and vending thereof; (c) organization of the trading process in supermarkets is carried out using the self-service method, food and non-food products are offered for vending in the supermarket area only in prewrapped and packaged form; (d) in supermarkets, the share of turnover for foodstuffs in the total turnover of the store should be at least 70 - 80 percent, non-food - 20 - 30 percent, based on this, goods are placed in the available retail space; (e) if there are additional retail spaces in supermarkets, it is necessary to organize catering establishments such as a bar-restaurant, cafeteria or express cafe, etc. with a separate entrance and extended operating hours and, in order to provide the population with hot bread and bakery products, mini-bakeries can also be organized; and (f) the range of goods sold in supermarkets should include a wide range of foodstuffs, including bread, bakery products, confectionery, groceries, milk and dairy products, gastronomic products, meat and meat-based products, fish and fish products, soft drinks, juices, wine and vodka products, canned products, vegetables and fruits, semi-finished products, culinary, flour and confectionery products of public catering establishments.
