Resolution No. 165 of the Cabinet of Ministers “On measures to implement modern control mechanisms in the field of state environmental control and protection of objects of material cultural heritage and use thereof.

The State Committee for Ecology and the Agency for Cultural Heritage under the Ministry of Tourism and Cultural Heritage shall be responsible for ensuring the effective functioning of information systems. The scope of this Resolution is to stimulate natural persons to report offences related to natural areas with the presence of the objects of material cultural heritage. The competent state authority in the field of ecology and environmental protection shall register violations in the field of ecology, environmental protection and natural resources management, as well as in relation to the protection and use of objects of material cultural heritage recorded through video surveillance and recording equipment and mobile devices by natural persons performed in places of offence. Photo and video materials about a crime recorded by video equipment must clearly reflect: (a) committed an offense; (b) information about the person who committed the offense (if available); (c) name of the cultural heritage object (for the relevant offense); and (d) location, date and time of the offense. It is prohibited to make any changes to photo and video materials that contain violations. Altered photo and video materials are not considered, with the exception of cutting out part of the video recording that directly reflects the offense in order to reduce its size.
