Resolution No. 178 of the Cabinet of Ministers “On additional measures for the improvement of public utility services to the population.”

The Cabinet of Ministers establishes that in order to improve the collection of charges, to use more widely the organization of payment for housing and communal services at the request of citizens through appropriate deductions from their wages at the place of work. Landlords and tenants shall be exempt from making additional payments for utilities paid in advance (for a period not exceeding twelve months) in the event of an increase in the corresponding tariffs during this period. This Resolution validates Model agreement (contract) for the maintenance of common areas of a residential building and the provision of utilities in accordance with Appendix No. 1. Model agreement (contract) establishes that servicing engineering equipment and networks running inside apartments shall include: (a) water supply, including hot water supply, networks to the tap; (b) heating system to radiator; and (c) gas networks, including gas stove supply networks to the tap. Supplier of public utility services shall ensure timely provision of utilities (supply of cold and hot water, sewerage, heating, gas, domestic waste removal).
